If the signatories of the Budapest Memorandum fail to provide Ukraine with credible guarantees of territorial integrity from its 1991 borders, and if NATO does not extend its collective security umbrella over Kyiv, the Ukrainian people may begin demanding the restoration of Ukraine’s nuclear power status, lost in 1994. Millions of Ukrainians will expect their government to take action to ensure their country’s security.

In 1994, Ukraine voluntarily gave up the third-largest nuclear arsenal in the world. As a result, intercontinental ballistic missiles and strategic bombers were dismantled.

The Budapest Memorandum, signed on December 5, 1994, aimed to ensure Ukraine’s security. The United States, Russia, and the United Kingdom pledged to respect Ukraine’s sovereignty and territorial integrity and to refrain from any threats or use of force against its independence.

However, Russia broke its commitments. In the spring of 2014, Putin annexed Crimea, ignited a war in Donbas, and continuously undermines Ukraine’s independence. Ignoring the will of the peoples of Central and Eastern Europe, he stubbornly seeks to impose negotiations on the U.S. and the West about a new division of the world into spheres of influence.

The Security Treaty ultimatum, published by the Russian Ministry of Foreign Affairs on December 17, 2021, under the orders of the deranged Putin, contained the audacious demand for NATO forces to withdraw from the Alliance’s eastern flank to the 1997 borders. Obsessed with resurrecting the dark empire of evil, the Kremlin’s leader doggedly attempts to rebuild the Soviet sphere of influence in Europe. He seeks to challenge NATO’s expansion plans to the East, hoping that the West will abandon the countries of Central and Eastern Europe to Russia.

He aims to oppose the further stages of NATO’s eastern enlargement, after which Moscow would no longer be able to destabilize or ignite open armed conflicts in Poland, the Czech Republic, Slovakia, the Baltic states, or the eastern Balkans. At the same time, Russian intelligence services have already started bloody wars in all neighboring countries (Moldova, Georgia, Azerbaijan, and Ukraine) that did not join NATO. Putin dreams of sparking similar conflicts in former Warsaw Pact states, as for 200 years, Russia ruled Central and Eastern Europe through a strategy of „divide and conquer.”

Russia has become an existential threat to Ukraine and the entire Central and Eastern European region. I have repeatedly warned that Russia is developing a detailed plan of aggression and terror against these countries. There is no exaggeration in this statement. Numerous declassified reports from Ukrainian and Western intelligence agencies confirm the existence of such a plan, as do frequent remarks from Russian strategists and politicians, as well as repeated publications by Kremlin propagandists, who have recently stirred hysteria over the need for the “denazification” of Poland. This is no coincidence. Indeed, in the ultimatum that the Russian Ministry of Foreign Affairs issued to the U.S. and NATO in December last year, there was a demand to disarm Central and Eastern European countries, essentially restoring Moscow’s former sphere of influence on the continent.

Since the onset of Russia’s large-scale aggression against Ukraine, the Kremlin’s goals have become clear – war criminal Vladimir Putin seeks to completely destroy Ukrainian statehood and identity and to carry out genocide against the Ukrainian people.

The defensive war Ukraine is waging against Russian aggression is a struggle for survival – an existential war.

Ukraine possesses all the necessary intellectual and organizational resources to develop its own nuclear weapons. Securing the necessary funding would not be a problem – said military diplomat Petro Harashchuk a few years ago in an interview with ObozTV. According to him, Ukraine could produce not only atomic bombs but also nuclear warheads and ballistic missiles.

„There is no facility in the world today that can match the one that existed in the USSR, and later in independent Ukraine, in Dnipro, for producing intercontinental ballistic missiles. Neither the U.S., China, nor Russia have managed to create an equivalent to the SS-18 Satan missile,” Harashchuk emphasized. He also pointed out that in the face of Russian aggression and the violation of the Budapest Memorandum, Ukraine should not fear potential international sanctions for resuming a nuclear weapons program.

“We fear nothing. Our soldier on the front fears nothing. The entire political, economic, and defense system of our country should work for our soldiers,” concluded the diplomat.

While Ukraine dismantled its nuclear weapons, some technical documentation was preserved, and the remaining information could be quickly restored – said Oleh Pryimachuk, director of the „Central Design Institute” at the Ministry of Defense of Ukraine.

„The Budapest Memorandum required the destruction of all documents, including technical drawings. We fulfilled those obligations, but if necessary, everything could be reinstated,” Pryimachuk explained.
