30th Anniversary of the Budapest Memorandum. Ukraine’s Nuclear Disarmament Opened Pandora’s Box

Exactly 30 years ago, US President Bill Clinton and Russian President Boris Yeltsin forced Ukraine to give up the world’s third-largest nuclear arsenal. Under immense pressure from Washington and Moscow, Kyiv was coerced into destroying or handing over its strategic ballistic missiles with nuclear warheads and strategic bombers to Russia.

On December 5, 1994, the Budapest Memorandum was signed—a document meant to guarantee Ukraine’s security, sovereignty, and territorial integrity in exchange for relinquishing one of the world’s largest nuclear arsenals. The United States, Russia, and the United Kingdom committed to respecting Ukraine’s independence and borders, as well as refraining from any threats of force against its territorial integrity.

RUSSIA DISARMED UKRAINE TO DESTROY IT

However, just 20 years after Ukraine joined the Nuclear Non-Proliferation Treaty, Russia—one of the guarantors of Ukraine’s security under the Budapest Memorandum—cynically and shamelessly broke its commitments. Ukraine became the victim of vile, unprovoked, and brutal aggression by the cruel Kremlin tyrant. In 2014, Putin unlawfully annexed Crimea and launched a bloody war in the Donbas. He did not stop there—on February 22, 2022, he decided to launch a full-scale invasion of Ukraine. The goal of this aggression was not just to destroy Ukraine’s independence but also to carry out genocide against the Ukrainian people, aiming to erase its identity and spirit of freedom.

The country that slyly deprived Ukraine of nuclear weapons, and for the next two decades systematically disarmed it through its agents, treacherously attacked the nation that, in the name of peace and global disarmament, had given up the third-largest nuclear arsenal in the world. It is hard to imagine greater vileness and moral decay!

A PROMISE THAT TURNED OUT TO BE A LIE

Unfortunately, the other signatories of the Budapest Memorandum—the United States and the United Kingdom—failed to respond adequately to the flagrant violation of this document by war criminal Vladimir Putin. Instead of providing Ukraine with the necessary weapons to defend its security, sovereignty, and territorial integrity, these countries have hesitated for years, yielding to Moscow’s nuclear blackmail and trying to avoid escalation.

The demonstrative, unprovoked, and unjustified aggression against the peace-loving Ukraine, combined with the cowardly indecision of the free world, completely discredited the idea of nuclear disarmament and called into question the entire international order based on the rule of law.

The decision to disarm Ukraine was a mistake of strategic and moral significance, the consequences of which we still feel today. Had Ukraine retained its nuclear arsenal, the world would look different—Russia would not have dared to commit armed aggression, and the idea of nuclear deterrence would still have its undeniable value as a tool for peace. The Budapest Memorandum should have been the foundation for a new, stable Europe, but instead, it served as a prelude to the largest war on the continent since World War II.

CLINTON’S DELAYED REGRET

Former US President Bill Clinton expressed regret in an interview with Irish television RTÉ that in 1994, he forced Ukraine to give up its nuclear weapons. He admitted that had Kyiv kept its nuclear arsenal, Russia would likely not have dared to invade. “I feel personally responsible because I was the one who encouraged them [Ukraine] to agree to give up nuclear weapons. And no one believes that Russia would have decided to invade if Ukraine had that arsenal,” said Clinton.

Furthermore, as early as 2011, Clinton was aware that Putin was planning a brutal invasion of Ukraine—the country that had been disarmed with his personal involvement. Despite this knowledge, as an influential politician, he did not take steps to warn the American elites of the impending disaster. During the interview, Clinton mentioned, “In 2011—three years before the annexation of Crimea—Vladimir Putin told me that he did not agree with the agreement [the Budapest Memorandum] I made with Boris Yeltsin. He said, ‘I don’t agree with this. I don’t support it. And I am not bound by it.’ From that day, I knew it was only a matter of time.”

These words prove that Putin never concealed his aggressive intentions, yet the Western elites remained passive and indecisive in defending the values of the free world and the foundations of international law. Indulgence towards the bloody tyrant, who had already committed heinous war crimes in Chechnya and Georgia, allowed him to continue testing the West’s patience.

From Chechnya to Georgia to Ukraine, the Kremlin consistently tested how far it could go, becoming convinced that international promises, agreements, and declarations were of only paper value. The Budapest Memorandum became a symbol of betrayal and hypocrisy, opening Pandora’s Box, from which the demons of war and chaos escaped.

THE WEST’S “RESET” WITH RUSSIA: A ROAD TO DISASTER

Instead of decisively confronting the inhuman regime of fascist Russia after its aggression against sovereign, democratic Georgia, the West chose the so-called “reset” of relations with the Kremlin regime. The symbolic button of this “reset” was pressed by Hillary Clinton, wife of the former US president who forced Ukraine to give up nuclear weapons, together with Putin’s foreign minister, Sergey Lavrov.

The mistakes of American diplomacy have brought the world to the brink of disaster. By trying to placate Putin, the West has nurtured a monster that, in alliance with China, Iran, and North Korea, now poses a deadly threat to global security.

PUTIN AIMS TO DESTROY THE LEADERSHIP POSITION OF THE US AND NATO

In Ukraine, Putin is not waging war solely with Kyiv, but with all of NATO, which remains under the leadership of the United States. The Kremlin maniac obsessively repeats that his true opponent is the collective West.

Evidence of Russia’s imperial ambitions was the ultimatum issued by the Russian Ministry of Foreign Affairs on December 17, 2021, to the US and NATO. The Kremlin demanded the disarmament of Central and Eastern European countries and the restoration of Moscow’s former sphere of influence on the Old Continent. “NATO should pack up and leave the borders of 1997,” said Sergey Ryabkov, Russia’s deputy foreign minister, arrogantly, just before the US-Russia talks in Geneva on January 10, 2022.

Putin, feeling absolute impunity, commits crimes against humanity and threatens the world with the use of nuclear weapons. The psychopath from the Kremlin bunker almost openly declares that if the West interferes with his plan for genocide in Ukraine, he will not hesitate to use nuclear weapons against NATO countries.

Ukraine is merely the first target of this war criminal. The Kremlin paranoiac dreams of rebuilding the Russian Empire and restoring the Stalinist sphere of influence in Europe, covering the entire eastern flank of NATO—from the Baltic States to Poland, the Czech Republic, Slovakia, Hungary, Romania, and Bulgaria.

THE WORLD AT THE EDGE OF A CLIFF

The bloody war criminal Vladimir Putin openly declares his goals: the destruction of Ukraine’s independence, great terror and genocide against the Ukrainian people, the liquidation of Ukrainian identity, and the mobilization of millions of Ukrainians to continue aggression against the West. These goals, though expressed diplomatically and in a veiled manner, were also clearly articulated in the Russian Ministry of Foreign Affairs’ ultimatum on December 17, 2021, which should have sounded like an alarm for the whole world.

Ukraine is fighting not only for its freedom but for the survival of the entire nation. It is an existential war, a war for life. The stakes are not only sovereignty but also the preservation of culture, language, traditions—national identity. It is a fight for the right to exist and a future.

Ukraine trusted the “security guarantees” provided by these countries. However, in 2014, when Russia brutally annexed Crimea and the war in Donbas became a daily reality, the West, which was supposed to be the guarantor, remained passive.
